Participate in the European Research Area Act consultation

Brussels — The European Commission has opened a public consultation on the forthcoming European Research Area Act, inviting contributions from all stakeholders. The consultation is open until 5 January 2026.

The European Research Area (ERA) Act represents a major policy initiative to strengthen the EU’s research and innovation landscape. Its objective is to overcome persistent challenges such as fragmented regulatory frameworks, uneven research and innovation investments across Member States, and barriers that hinder researchers’ mobility, collaboration and knowledge sharing.

A central ambition of the ERA Act is to advance the EU’s “fifth freedom”, i.e. the free circulation of researchers, scientific knowledge and technology throughout the Single Market. Through this consultation, the Commission aims to gather evidence on the obstacles preventing the full realisation of the ERA, and to collect stakeholders’ views on the policy and legislative solutions needed at EU level.
