Overview

Moldova is actively participating in the European Open Science Cloud (EOSC) initiative, with the goal of strengthening its research infrastructure and integrating its scientific community into the broader European Open Science landscape.

At the legislative level, Moldova’s commitment to Open Science is reflected through various national policies and projects. These initiatives are designed to integrate the country into the European Research Area (ERA), with an emphasis on strengthening links between science and industry and promoting open access to research. Ongoing efforts are focused on integrating national repositories and research infrastructures into EOSC, thus enhancing data accessibility and scientific impact.

The open access movement was launched by university libraries and the Association of Librarians through activities led by REM (Electronic Resources for Moldova). From 2008 to 2011 multiple organizations began to promote open access and to develop infrastructure to aid in publishing and opening access to research. Ever since the number of organizations promoting open access and the number of open access journals have continuously increased in a significant manner. Amongst other activities is its International Open Access Week, which is being held annually since 2010 and aspires to disseminate as widely as possible the results of scientific activity financed by public funds and projects and to promote open access countrywide.

In November 2018 the government approved the Declaration on Open Science in the Republic of Moldova. This declaration contributes to improving the understanding of the benefits of open science and aims to encourage the development of comprehensive public policies that address the challenges of openness throughout the entire cycle of scientific research.

Moldova is actively involved in EOSC-related events, training programs, and policy discussions to ensure its researchers and institutions are prepared for EOSC integration. The country has participated in key initiatives, such as NI4OS-Europe and MINERVA, which support the inclusion of national Open Science efforts into EOSC.

Looking ahead, Moldova aims to expand its national Open Science infrastructure, enhance EOSC-related training, and promote the adoption of FAIR data principles across all research disciplines. Through these efforts, Moldova is strengthening its position in the European Research Area and contributing to a more open and collaborative scientific ecosystem.

National Structure

The National Agency for Research and Development (NARD) plays a central role in advancing Open Science in Moldova. Established in 2018 as a key administrative authority under the Government of the Republic of Moldova, NARD is responsible for implementing national policies in research and innovation. Additionally, the Government has approved several measures, including a methodology for funding research and innovation projects that requires the Open Access publication of state-funded research. info@ancd.gov.md

The Information Society Development Institute (IDSI) has been instrumental in promoting Open Science in Moldova. Established in 2008, IDSI actively advocates for the adoption of Open Science practices across various communities, facilitates research data management, and supports Open Access initiatives. info@idsi.md  

National Research and Educational Network of Moldova (RENAM) provides Open Science Support Services. Providing computing infrastructure and open source software platforms for deploying and hosting Open Research Data Repositories as well as supporting deployment of institutional repositories based on euroCRIS platform. Moreover, it also provides authorised access to electronic databases of scientific publications and Open Science support tools.office@renam.md

Policies

Although Moldova does not yet have a standalone Open Science policy, several national strategies, such as the National Programme for Research and Innovation in Moldova for the period (2024-2027), the Digital Transformation Strategy for (2023-2030), and the Smart Specialisation Strategy of the Republic of Moldova, align with Open Science objectives by enhancing digital infrastructure and fostering innovation.

Furthermore, the Code on Science and Innovation of the Republic of Moldova, approved in 2004 and amended in 2018 (No. 259 of 15.07.2004), guarantees free and non-discriminatory access to scientific and technological information resources (Articles 54, 57, 79, and 85).
