Additional Activities: In-kind contributions to the EOSC Partnership

EOSC-A Members have pledged to contribute €500 million in in-kind contributions to co-finance the EOSC Partnership between 2021-2030, and support the implementation of its objectives outlined in the EOSC Strategic Research and Innovation Agenda (SRIA) and in accordance with the Partnership’s Memorandum of Understanding.

These in-kind contributions, also commonly referred to as Additional Activities, complement the funding provided by the European Commission through Horizon Europe. Through these investments, institutions across Europe become deeply vested in the success of EOSC.


Additional Activities surveys of 2026

In accordance with the EOSC Partnership’s MoU, EOSC-A is collecting information about its Members’ in-kind Additional Activities through two parallel surveys running from 13 January through 31 March 2026.

The Additional Activities Plan (AAP) survey gathers estimated in-kind contributions foreseen for 2027, whereas the Additional Activities Report (AAR) survey serves to validate actual contributions provided in 2025. Members can access both surveys through their EOSC Monitoring Tool accounts.

Current status

The cumulative value of actual in-kind contributions delivered in 2022 and 2023 is €614 million, which already exceeds the 2030 €500 million target established in the MoU.

Planned contributions for 2024 and 2025 indicate a continued upward trend in investments, with annual totals exceeding €300 million. The total contributions, both actual and planned, through 2025 have reached an impressive €1.3 billion.

The data collected up to 2024 demonstrates that contributions of Members have shifted to align with evolving EOSC priorities. For example, investments in ecosystem development have increased, with EOSC-A Members focusing more on knowledge building and data sharing across various research domains.

In contrast, support for additional research and innovation has decreased as funds have been redirected toward upgrading existing Research Infrastructures and deploying EOSC core components. 


Documents and resources

To ensure continuous monitoring and reporting of Members’ Additional Activities within the framework of the EOSC Partnership, EOSC-A is committed to establish every year:

  • An Additional Activities Plan (AAP), which is subsequently approved by the Partnership Board; and
  • To report annually on the previously agreed and provided contributions in order to produce a Partnership Board-certified Additional Activities Report (AAR).
