The National Tripartite Event Poland took place in Krakow, and online, from October 24th to October 26th under the context of the EOSC Festival and main theme “Open Science for Better Science”.
The event was organised by the National Science Centre (NCN), the Polish mandated organisation in the EOSC Association and a coordinator of the EOSC Poland network. Zbigniew Błocki, Director of NCN, and Mateusz Gaczyński, the Deputy Director at the Department for Innovation and Development in the Ministry of Education and Science, introduced the goals of the event, enhancing the importance of the dialogue between key EOSC stakeholders.
The tripartite representatives, Pantelis Tziveloglou (European Commission), Marialuisa Lavitrano (EOSC Association) and Volker Beckmann (EOSC Steering Board), chaired by Jadwiga Spyrka, the national representative on the EOSC Steering Board, discussed the journey for developing an EOSC ecosystem in Europe. The tripartite governance, as expressed by Pantelis Tziveloglou, ensures dialogue and strategic coordination of the policy implementation and its framework conditions to deepen the European Research ERA. Marialuisa Lavitrano reinforced that a change of culture is needed towards more collaboration and presented EOSC-A activities, including the bottom-up approach to engage the community. Volker Beckman shared the first results of the EOSC-SB survey about the Open Science policies across the Member States and Associated Countries. The national financial contributions to EOSC are estimated to be nearly 200 million in 2020.
Polish research funding entities discussed their Open Science policies and activities, creating their way towards EOSC. The Polish RFOs’ landscape was presented by Polish National Agency for Academic Exchange, Medical Research Agency, Foundation for Polish Science and National Science Centre. National research programmes were presented, reflecting how Poland is coping with many different target beneficiaries, which also require different forms of support. The perspective of the Polish research performing organisation was presented by Anna Wałek from the Gdansk University of Technology.
The concluding panel discussion between Mateusz Gaczyński (Ministry of Education and Science), Pantelis Tziveloglou (European Commission), Marialuisa Lavitrano (EOSC Association), Lidia Borrell-Damian, (Science Europe), Elżbieta Żądzińska (University of Lodz) and Michał Tomza (Polish Young Academy, Polish Academy of Sciences) was chaired by Zbigniew Błocki from National Science Centre, Poland. The panellist focused on implementing Open Science in Poland in the context of EOSC development in Europe. Marialuisa Lavitrano shared the need for an open science strategy and more specific policies to implement it.
A lively discussion was held about the challenges and opportunities for Poland in EOSC and Open Science Agenda. The incoming Polish policy on open data was also mentioned by the representative of the Ministry of Education and Science.
The next two days of the EOSC Festival were focused on Open Science and EOSC best practices in Poland and beyond.
During the first National Tripartite Event in Poland, Open Science and EOSC stakeholders were represented by 20 research-performing organisations and 8 research funding organisations, with almost 40 panellists presenting both policy and practice of Open Science in Europe and Polish contributions to the EOSC landscape. The festival appreciated almost 240 attendees.
