On 28 February 2025, the European Commission adopted the proposal for a Council Recommendation on the European Research Area (ERA) Policy Agenda 2025-2027, reaffirming EOSC as a key structural element of the first of four Priority Areas.
The proposal is composed of thee building blocks: 1) a policy narrative, 2) ERA structural policies and goal-oriented ERA actions, 3) and an annex outlining detailed work plans on each proposed structural policy and action. Read more about the key elements here.
The outlined ERA activities provide a three-year roadmap designed to transform the Pact for Research and Innovation’s priority areas into concrete results.
The proposal’s Priority Area 1, Deepening a truly functioning internal market for knowledge, identifies Open Science as one of the structural policies leveraged to strengthen the EU’s competitiveness and scientific leadership by “enabling open science via sharing and re-use of data, including through the European Open Science Cloud (EOSC)”.
The Council is expected to adopt the second ERA Policy Agenda 2025-27 in May, under the Polish Presidency. To read the full proposal, click here.
