The ministerial decree n.268 of 28-02-2022 establishes the Piano Nazionale per la Scienza Aperta – PNSA – (Italian Plan for Open Science) addressing policy on scientific publications, research data, research evaluation, open science and open data models for public health. On 14-03-2023 a work-group was established by directorial decree, to draw a document on implementation of the PNSA. Explicit compliance with the open science rules is mandatory in MUR research grants.

Italian Computing and Data Infrastructure (ICDI)

The National structure Italian Computing and Data Infrastructure (ICDI) was created in 2019, one of the four founding members of the EOSC-A, acting as a forum among representatives of major Italian Research Infrastructures and e-Infrastructures, with the aim of promoting synergies and common strategies at the national level and optimising Italian contributions to European and global challenges including the EOSC. The Consortium GARR (Federico Ruggieri), being part of the ICDI as well as acting as Mandated Organisation in the EOSC-A, connects a number of stakeholders totalling 17 Members and 7 Observers, and provides the ultra-broadband network dedicated to the Italian research and education community through the Open Science Café.  Several ICDI members are also part of the EOSC Advisory Groups.  The current ICDI profile mainly consists of Research Performing Organisations, aiming to include Service Providers in future.

Policies

Italy’s Open Science policies are defined in the PNSA (2022), but require operational rules to be implemented. To this end a working group has been setup by MUR.

Since the PNSA was published without any associated funding, currently the investments in Open Science come from the National Recovery and Resilience Plan (NRRP 2021-2026) funded projects whose efforts are made to develop Open Science and create data policies. However, it is expected that the Ministry will facilitate the creation of a harmonised Open Science ecosystem.
