The rationale for a partnership based on Article 185 of the TFEU is the need for a strong integration of public sector funding and the R&I agenda between the Participating States to address a strategic challenge or realise a strategic opportunity.
Typical focus is on major long-term strategic challenges and priorities beyond the period of a single Framework Programme where collective action is necessary to achieve critical mass and address the full extent of the complexities of the ecosystem concerned. Initiatives implementing Article 185 are often referred to as “public-public partnerships”. They are implemented by dedicated structures created for that purpose.
