EOSC Tripartite Governance agrees on next step in Federation build-up phase

KRAKÓW—The EOSC Tripartite Governance met on 25 March under the Polish presidency of the EU Council for its 7th European Tripartite Event.

The focus of the agenda was on the recent launch of the EOSC Federation’s build-up phase (including the publication of the EOSC Federation Handbook), the ongoing discussion on the future of EOSC post-2027, and the evolving policy narrative for EOSC.

The welcome address by Vice Minister Andrzej Szeptycki, Undersecretary of State at the Polish Ministry of Science and Higher Education, highlighted the importance of the accessibility of high-quality interoperable data for Europe’s data-driven economy. Szeptycki was followed by the European Commission’s Signe Ratso, Deputy Director General for DG Research and Innovation, who congratulated the EOSC Tripartite Governance on the extensive progress made since the November Tripartite meeting in Budapest, and in particular on the launch of the build-up phase of the EOSC Federation.

EOSC-A to coordinate implementation of build-up phase

Representatives from the European Commission and the EOSC Association provided a report on the outcomes of the 17-18 March Workshop for the kick-off of the EOSC Federation’s build-up phase, including the organisational modalities established to transition EOSC to its next phase. The EOSC Tripartite Governance described the establishment of a “Build-up Group”, and confirmed the mandate for EOSC-A to coordinate the implementation of the build-up phase through 2025, including through the EOSC-A-led Horizon Europe projects EOSC Gravity and EOSC United.

Handbook published

EOSC-A then presented the first edition of the EOSC Federation Handbook, which has now been published. The Handbook provides an overview of the organisational and operational structure, and technical characteristics, of the EOSC Federation, serving as a practical guide for organisations interested in making their resources available within and across the EOSC Federation of nodes.

Future of EOSC and an updated policy narrative

The meeting then proceeded to the discussion of the future of EOSC relative to the EU’s next financial framework programme, including a presentation of the EOSC Steering Board’s opinion paper on the matter. EOSC-A  then presented its draft proposal for EOSC’s governance and financing post-2027. The EOSC-A proposal will continue to be discussed and refined among the membership at the next General Assembly, to be held in Antwerp on 27-28 May 2025. 

The event closed with EOSC-A’s presentation of the new EOSC policy narrative, Why EOSC is pivotal to European competitiveness, which was endorsed by EOSC’s Tripartite Governance.
