SUMMARY:EOSC SIESTA Kick-off meeting
DESCRIPTION:The SIESTA project aims to provide a set of tools\, services\, and methodologies for the effective sharing of sensitive data in the EOSC\, following a cloud-based model and approach. \nSIESTA will provide user-friendly tools with the aim of fostering the uptake of sensitive data sharing and processing in the EOSC. The project will deliver trusted cloud-based environments for the management and sharing of sensitive data that are built in a reproducible way\, together with a set of services and tools to ease the secure sharing of sensitive data in the EOSC through state-of-the-art anonymization techniques. \nThe overall objective is to enhance the EOSC Exchange services by delivering a set of cloud-based trusted environments for the analysis of sensitive data in the EOSC demonstrating the feasibility of the FAIR principles over them. \nSIESTA is coordinated by CSIC\, with a total budget of 5M.

DESCRIPTION:The FAIR National Roadshow series is visiting Germany on the 24th of January 2024. The event will be virtually hosted by NFDI\, the German National Research Data Infrastructure. SUMMARY:ESFRI-EOSC Task Force Policy Workshop
DESCRIPTION:The ESFRI-EOSC Task Force is organising a Policy Workshop on “FAIR Data Productivity and Advanced Digitalization”\, on 23-24 January 2024\, in Milan\, Italy. The Workshops is aimed at identifying bottlenecks in the productivity of quality-assessed FAIR data and the impact of Artificial Intelligence on research. \nThe first goal of the workshop is to analyse the current situation and the perspectives in the productivity of FAIR data sets\, with appropriate quality assessment and technical features to make them user- and machine-actionable for refinement of research results and for new research.\nThe second goal is to address the opportunities and implications of Artificial Intelligence in research\, in connection with FAIR data (training of algorithms and FAIRification). These issues will be addressed through talks and roundtable discussions led by experts from ESFRI RIs and European projects in the AI landscape. \nPlease note that participation is available by-invitation only\, and its acceptance implies in-person attendance. \nAttendees will include the ESFRI-EOSC Task Force\, EOSC Steering Board\, representatives from the EC (DG-RTD\, DG-CNECT)\, the EOSC Association Board\, ESFRI RIs\, and ESFRI SWGs. The workshop is organised by the ESFRI-EOSC Task Force\, with the support of the StR-ESFRI3 project.

SUMMARY:The Road to FAIR and Equitable Science
DESCRIPTION:Day 1 (Monday) Workshop introduction: Reflection and looking ahead – The first day is devoted to reflection (the previous 10 years) and broadly looking ahead (the next 10 years)\, and will provide participants with a clear agenda and goal for the week. The goal of Day 1 will be to set up the context for the following 3 days where both success and obstacles can be systematically documented. Concluding remarks that summarize the day will be formulated and shared. The day ends with the workshop reception.\nDay 2 (Tuesday) Focus area 1: Machine actionability – Day 2 will focus on machine actionability\, a central but often dismissed objective of FAIR. The clear role for FAIR Digital Objects and FAIR Digital Twins of real world entities will be highlighted. Concluding remarks that summarize the day will be formulated and shared.\nDay 3 (Wednesday) Focus area 2: Equitability – Day 3 will address how FAIR can be used to promote fair\, in the sense of equal opportunities for (citizen) scientists and innovators around the globe and how we can prevent that FAIR inadvertently contributes to further widening of the digital divide not only between the Global South and North\, but also between the public and private sectors. Concluding remarks that summarize the day will be formulated and shared.\nDay 4 (Thursday) Focus area 3: Fully AI Ready – The FAIR acronym is now also frequently interpreted in the sense of data and services that are Fully AI Ready\, that is\, as the substrate for data-intensive science. The recent rise and release of Large Language Models (LLMs) feeding Chatbots has severely aggravated the already difficult problem of misinformation and deliberate disinformation\, not only in social media context but also in science. This day will be co-lead by CODATA and the International Science Council. Focus will be on how trustworthy information with full\, traceable provenance can play a role. Concluding remarks that summarize the day will be formulated and shared.\nDay 5 (Friday) Workshop conclusion: Looking forward to the next 10 years – Based on the successful precedent of the 2014 workshop\, we will invite major stakeholders from the public and private sectors to review the successes\, obstacles and recommendations logged the previous 4 days. Together\, we aim for a final conclusions and recommendations document as well as a concrete decadal roadmap of desired outcomes\, potentially published in a leading scientific journal comparable to the first seminal paper. Day 5 will thus contribute to the overall aim to come to a set of commonly agreed upon recommendations and a plan for FAIR and Equitable Science and Innovation in the coming decade.

SUMMARY:Nordic webinar series: Policy and practice in the development of open science (Finland)
DESCRIPTION:This autumn SND will host a Nordic Webinar Series focusing on policy and practice in the development of open science and research data management across the Nordic countries. \nRepresentatives from Norway (21/11)\, Denmark (1/12) and Finland (19/1) will present cases\, anecdotes\, and policies\, both in effect and in the making\, in each of their respective countries. Each 1\,5-hour webinar will address research data management from 3 perspectives. \nFirstly\, what is the general landscape in each respective country; how does it look currently\, what are the next steps and in what direction do policy makers\, institutions\, and researcher’s wish to take in future. \nSecondly\, from a slightly narrower perspective\, what are our (SND) peers and equivalents doing in an infrastructural sense; what is being done and how and where can knowledge and policy exchange take place for the betterment of practice across the Nordics. \nLastly\, but far from least\, how does research data management look from an administrative perspective at university level; what successes or hindrances are there to the FAIRifying of research data and who is guiding and educating researchers on what they need in terms of repositories\, data management planning\, and so on. \nThe aim of this webinar series is to get a broad\, inexhaustive\, picture of the Nordic landscape\, considering mutual and collaborative goals\, and achieving national and European targets. RAISE’s unique approach brings the processing algorithm (small in size) directly to the dataset (large in size)\, instead of requiring the dataset to be downloaded to the computer where the algorithm is located. In the current prototype\, users can upload and search datasets and test shareable versions of the datasets. \nThey can also create an analysis script that can be sent to the data and provide the results. SUMMARY:Synchronisation Force 2nd Workshop Session 5: Legal & organisational interoperability
DESCRIPTION:Legal interoperability seems sometimes to have been overshadowed by semantic and technical interoperability in the EOSC interoperability framework.However\, legal interoperability is of almost importance for realising the EOSC as a web of FAIR data and related services.  Legal interoperability is about ensuring that organisations operating under different legal or organisational frameworks\, policies and strategies are able to work together. This might require that legislation does not block the establishment of European public services within and between Member States and that there are clear agreements about how to deal with differences in legislation across borders\, including the option of putting in place new legislation. In this session we will pick on the issues of legal interoperability in the perspectives of different scientific domains. \nChair: Olivier Rouchon\, CNRS\nRapporteur: Anne Sofie Fink\, DeIC \nRecommendations to be assessed during the session \nFrom the EOSC Interoperability Framework \nSelected legal/organisational interoperability recommendations: \n\nOrganisational\n\nUsage recommendations of standardised data formats and/or vocabularies\, and with their corresponding metadata.\nA clear management of permanent organisation names and functions needs to be provided.\n\n\nLegal\n\nStandardised human and machine-readable licenses\, with a centralised source of knowledge and support on copyright and licenses.\nA clear list of EOSC-recommended licenses and their compatibility with Member States’ recommended licenses.\nTracking of license evolution over time for datasets.\nIdentification of different parts of a dataset with different licenses.\nHarmonised policy and guidance to dealing with cases where patent filing or trade secrets may be compromised by disclosure.\nGDPR-compliance for personal data.\nHarmonised terms of use across repositories\nAlignment between Member States national legislations and EOSC.

DESCRIPTION:In this session we will discuss the current mechanisms and cooperation opportunities for Trustworthy and FAIR-enabling repositories. We will look into the wider range of transparency and trust\, and the incremental and sustainable support needed. \nChair: Joy Davidson and Laurence Horton\, DCC\nRapporteur: Maaike Verburg\, DANS \nThis session aims to pick up on progress against the three recommendations identified from the 2022 Synchronisation Force session which were to: \n\nMeasure the percentage of repositories in EOSC that will have a certification such as CoreTrustSeal or expose trustworthiness using other mechanisms\nProvide incremental\, continuous and sustainable guidance and assistance to repositories\, and certification processes\nContribute to cooperation across the current initiatives to build and sustain a network of trustworthy digital repositories\n\nQuestions that participants in this session will explore: \n\n1. What is your project or initiative doing to help define trustworthiness?\n2. What is your project or initiative doing to increase the number and visibility of trustworthy\, FAIR-enabling and/or certified repositories?\n3. In your project\, initiative\, or community\, do you work with repositories that consider themselves to be trustworthy and/or have a certification such as CoreTrustSeal?\n4. For those repositories that are not certified\, is any support or guidance provided to help them to expose their trustworthiness using other mechanisms?\n5. DESCRIPTION:The goal of this session is to provide input for the PID Policy assessment regarding the more qualitative factors\, especially those related to trust and sustainability. The session will begin with short presentations of the PID Compliance Assessment Tool done in FAIRCORE4EOSC and the integrated PID use cases in FAIR-IMPACT.  Representatives of these use cases\, PIDs in data production workflows\, PIDs in complex data citation and PIDs and sensitive data\, will reflect on the relevant PID solutions and requirements and identify gaps. What does in your opinion constitute trust in a PID service?\n\nIn the EOSC context this session is related to the objective OO11 Implement the EOSC persistent identifier (PID) policy and architecture by 2025 in the Strategic Research and Innovation Agenda and relates to the following  recommendations in the draft EOSC Multi-Annual Roadmap (MAR) 2025 and 2026–2027: \n\nPromote and sustain the use of Persistent Identifiers (PIDs) that are already common practice. Support activities where PID usage is not yet a common practice. (2.1 A\, 2.2 H)\n\nand it supports the national and institutional level recommendation: \n\nIntegrate widely used and adopted PIDs into institutional services and incentivise usage of PID technologies being developed in EOSC (like PID Meta Resolver\, Data Type Registry\, PID graph\, PID Policy Compliance Assessment Toolkit). DESCRIPTION:Interoperability is one of the FAIR Principles that recently has taken up more and more attention. Interoperability will often be the more challenging principles of the four principles – indeed when we want to address interoperability across scientific domains. In this session we will explore the subject of semantic and technical interoperability within and across scientific domains. The aim of the workshop will be to explore the semantic and technical interoperability adopted by representatives from different research communities and institutions to explore their compliance with the EOSC Interoperability Framework’s recommendations. We expect participation from different scientific domains in order to get a picture of their semantic and technical practices. DESCRIPTION:In this session\, we will look into the metrics\, their associated tests\, and tools available for the FAIRness assessment of digital objects\, but this time concentrating on research software and semantic artefacts\, although information and experience with metrics and assessment tools for data objects is most definitely welcome. We will discuss current topics\, such as discipline specific metrics for FAIR assessments\, harmonisation\, benchmarking of metrics and tools\, and the most effective use and interpretation of tools and their results. \nChair: Mike Priddy\, DANS\nRapporteur:  Maaike Verburg\, DANS \nFrom the last Synchronisation Force workshop on metrics and assessing FAIRness these recommendations will be used to guide the discussions and information gathering in this workshop: \n\nWe need to work on a further convergence of metrics and tools\, which requires further discussion\, synchronisation and alignment;\nWe need more domain-sensitive assessment methods\, in order to incorporate domain maturity as well as specific good practices and requirements.\nWe need assessment tools for other research outputs\, like software and semantic artefacts.\nThe instrument of FAIR assessment and scoring should be seen and used as the starting point for assistance and improvement.\n\nThe EOSC Multi Annual Roadmap (MAR) objectives relevant for this workshop are: \n\nObjective 2 – European level priority F “Focus on community-specific FAIR metrics and data quality constraints (especially on the interoperability of these) by engaging with research clusters to apply FAIR in their contexts. The event marks the launch of a new series of annual symposia in Austria addressing the new European Research Area (ERA). \nThe ERA symposium welcomes a broad range of actors from the Austrian science\, research and innovation community\, high-level European Commission representatives as well as interested guests from other ERA countries. The annual ERA symposia are part of the implementation of the Austrian National Action Plan for the ERA (2022-2025) which is based on the EU’s ERA Policy Agenda (2022-2024). \nThis year‘s ERA Symposium is organized in conjunction with the Tour des Capitales of the European Commission to promote the guiding principles of knowledge valorisation\, and with the Open Science Austria (OSA) Community Day. OSA is the Open Science Platform of the Universities Austria association (uniko). The event will thus provide an ideal opportunity for stakeholders from academia\, business and civil society to engage with two core initiatives of the Austrian ERA Action Plan: Open Science and Knowledge Valorisation. DESCRIPTION:The next EOSC-A National Tripartite Event in Ireland will take place on the morning of 3 November\, in conjunction with NORF’s National Open Research Festival 2023.\n\nThe National Open Research Forum (NORF) is pleased to announce Ireland’s National Open Research Festival 2023 and calls for proposals for lightning talks and workshops.  Established in 2017 to drive the national agenda for open research\, NORF provides a space for communication\, consultation and cooperation among key stakeholders in the research system regarding strategic issues and overarching policies and procedures on open research. \nMore information on the NORF Festival 2023 \nThe Digital Repository of Ireland (DRI)\, headquartered at the Royal Irish Academy (RIA)\, is the coordinating organisation for the National Open Research Forum (NORF). Ireland’s inaugural National Open Research Festival will be delivered with the support of DRI and RIA and the expertise of the Festival Programme Committee.
