From outlining effective national-level plans to fostering collaboration through the development of FAIR Competences Centre Networks\, this workshop aims to equip participants with actionable insights to navigate in the FAIR data landscape. This event is organised in conjunction with Skills4EOSC project. \nSpeaker: \nEmma Lazzeri (Skills4EOSC project) is an Open Science expert at the Italian NREN GARR. On behalf of GARR\, she is the Coordinator of the Skills4EOSC project\, and she was involved in the EOSC-Pillar project as well as many other different projects and initiatives in the Open Science field. Additionally\, she is the Coordinator of the ICDI Competence Centre for Open Science\, FAIR and EOSC and she is sitting in different expert groups on Open Science at both national and European level. Her background is Telecommunication Engineering and she holds a PhD in Innovative Technologies from Scuola Superiore Sant’Anna\, Italy.

SUMMARY:EOSC Finnish Forum: Achievements in 2023 and what is coming up in 2024
DESCRIPTION:To kick-start the year EOSC Finnish Forum organises a webinar that has already become a tradition. We will look back summarizing the main achievements of the European Open Science Cloud (EOSC) in the past year and look ahead to 2024 that is going to be crucial for EOSC in many ways. Two big topics among other developments are the EOSC federation and the post-2027 governance model. \nThis is going to be the year when the EOSC federation will be established. The EOSC federation refers to a federation of distributed systems\, combined into a system of systems consisting of multiple “nodes” that are interconnected and can collaborate to share and manage information and resources across thematic and geographical boundaries. The federation and the concept of EOSC nodes have raised a lot of questions within the EOSC community. In the webinar\, we will explain these in more detail and point out which are the open questions that still need to be answered. \nEOSC is currently governed through a co-programmed European Partnership under the Horizon Europe framework programme that will end in 2027. This means that the current EOSC governance comes to an end with it. Figuring out the future governance model for EOSC is another major issue to be tackled in 2024. The European Commission\, the EOSC Association and the EOSC Steering Board\, who together comprise the current tripartite governance and strategic coordination system\, have been busy initiating discussion on the future governance of EOSC and investigating different scenarios. By increasing the efficacy of Data Management Plans and turning them from static narratives to living\, it aims to interconnect “machine actionable” resources. \nFor the Track stage\, OSTrails is set to establish an open\, interoperable and high-quality ecosystem of Scientific Knowledge Graphs\, enriching them to become evidence of communities’ FAIR implementations. For the Assess stage\, OSTrails aims to deliver modular and expandable FAIR tests\, towards “machine actionable” metrics\, complemented by user guidance.

The focus is on the importance of national level initiatives and policies. Drawing from a span of different experiences\, including the EOSC ‘Researcher Engagement & Adoption Task Force (REA TF)\, the workshop will share insights on engaging research communities. The challenges at both EOSC and the national level are similar\, requiring the engagement of diverse stakeholders from various scientific communities with distinct approaches to research data. The workshop will include discussions on potential methodologies that can be implemented to effectively communicate with a wide-ranging community and activity involve them in the dynamic of FAIR data. \nSpeaker: \nSverker Holmgren (EOSC Association) has been recruited in 2020 by Chalmers University of Technology (Göteborg\, Sweden) as the Director of Chalmers e-Infrastructure Commons. Chalmers e-Commons is a recently initiated digital research infrastructure\, implementing and/or providing access to the full spectrum of services needed by Chalmers researchers using a data-centric approach. E-Commons is also the local interface towards national and international e-infrastructure and data initiatives. He is appointed as the Chalmers Delegate to the European Open Science Cloud (EOSC) Council and the Chalmers representative in the European university network CESAER´s Working Group on Open Science.

DESCRIPTION:The SIESTA project aims to provide a set of tools\, services\, and methodologies for the effective sharing of sensitive data in the EOSC\, following a cloud-based model and approach. \nSIESTA will provide user-friendly tools with the aim of fostering the uptake of sensitive data sharing and processing in the EOSC. The project will deliver trusted cloud-based environments for the management and sharing of sensitive data that are built in a reproducible way\, together with a set of services and tools to ease the secure sharing of sensitive data in the EOSC through state-of-the-art anonymization techniques. \nThe overall objective is to enhance the EOSC Exchange services by delivering a set of cloud-based trusted environments for the analysis of sensitive data in the EOSC demonstrating the feasibility of the FAIR principles over them. \nSIESTA is coordinated by CSIC\, with a total budget of 5M.

The Workshops is aimed at identifying bottlenecks in the productivity of quality-assessed FAIR data and the impact of Artificial Intelligence on research. \nThe first goal of the workshop is to analyse the current situation and the perspectives in the productivity of FAIR data sets\, with appropriate quality assessment and technical features to make them user- and machine-actionable for refinement of research results and for new research.\nThe second goal is to address the opportunities and implications of Artificial Intelligence in research\, in connection with FAIR data (training of algorithms and FAIRification). These issues will be addressed through talks and roundtable discussions led by experts from ESFRI RIs and European projects in the AI landscape. \nPlease note that participation is available by-invitation only\, and its acceptance implies in-person attendance. \nAttendees will include the ESFRI-EOSC Task Force\, EOSC Steering Board\, representatives from the EC (DG-RTD\, DG-CNECT)\, the EOSC Association Board\, ESFRI RIs\, and ESFRI SWGs. SUMMARY:The Road to FAIR and Equitable Science
DESCRIPTION:Day 1 (Monday) Workshop introduction: Reflection and looking ahead – The first day is devoted to reflection (the previous 10 years) and broadly looking ahead (the next 10 years)\, and will provide participants with a clear agenda and goal for the week. The goal of Day 1 will be to set up the context for the following 3 days where both success and obstacles can be systematically documented. Concluding remarks that summarize the day will be formulated and shared. The day ends with the workshop reception.\nDay 2 (Tuesday) Focus area 1: Machine actionability – Day 2 will focus on machine actionability\, a central but often dismissed objective of FAIR. The clear role for FAIR Digital Objects and FAIR Digital Twins of real world entities will be highlighted. Concluding remarks that summarize the day will be formulated and shared.\nDay 3 (Wednesday) Focus area 2: Equitability – Day 3 will address how FAIR can be used to promote fair\, in the sense of equal opportunities for (citizen) scientists and innovators around the globe and how we can prevent that FAIR inadvertently contributes to further widening of the digital divide not only between the Global South and North\, but also between the public and private sectors. Concluding remarks that summarize the day will be formulated and shared.\nDay 4 (Thursday) Focus area 3: Fully AI Ready – The FAIR acronym is now also frequently interpreted in the sense of data and services that are Fully AI Ready\, that is\, as the substrate for data-intensive science. The recent rise and release of Large Language Models (LLMs) feeding Chatbots has severely aggravated the already difficult problem of misinformation and deliberate disinformation\, not only in social media context but also in science. This day will be co-lead by CODATA and the International Science Council. Focus will be on how trustworthy information with full\, traceable provenance can play a role. Concluding remarks that summarize the day will be formulated and shared.\nDay 5 (Friday) Workshop conclusion: Looking forward to the next 10 years – Based on the successful precedent of the 2014 workshop\, we will invite major stakeholders from the public and private sectors to review the successes\, obstacles and recommendations logged the previous 4 days. Together\, we aim for a final conclusions and recommendations document as well as a concrete decadal roadmap of desired outcomes\, potentially published in a leading scientific journal comparable to the first seminal paper. Day 5 will thus contribute to the overall aim to come to a set of commonly agreed upon recommendations and a plan for FAIR and Equitable Science and Innovation in the coming decade.

DESCRIPTION:Legal interoperability seems sometimes to have been overshadowed by semantic and technical interoperability in the EOSC interoperability framework.However\, legal interoperability is of almost importance for realising the EOSC as a web of FAIR data and related services.  Legal interoperability is about ensuring that organisations operating under different legal or organisational frameworks\, policies and strategies are able to work together. This might require that legislation does not block the establishment of European public services within and between Member States and that there are clear agreements about how to deal with differences in legislation across borders\, including the option of putting in place new legislation. DESCRIPTION:The goal of this session is to provide input for the PID Policy assessment regarding the more qualitative factors\, especially those related to trust and sustainability. The session will begin with short presentations of the PID Compliance Assessment Tool done in FAIRCORE4EOSC and the integrated PID use cases in FAIR-IMPACT.  Representatives of these use cases\, PIDs in data production workflows\, PIDs in complex data citation and PIDs and sensitive data\, will reflect on the relevant PID solutions and requirements and identify gaps. SUMMARY:Synchronisation Force 2nd Workshop Session 2: Metadata\, semantics and interoperability
DESCRIPTION:Interoperability is one of the FAIR Principles that recently has taken up more and more attention. Interoperability will often be the more challenging principles of the four principles – indeed when we want to address interoperability across scientific domains. In this session we will explore the subject of semantic and technical interoperability within and across scientific domains. The aim of the workshop will be to explore the semantic and technical interoperability adopted by representatives from different research communities and institutions to explore their compliance with the EOSC Interoperability Framework’s recommendations. We expect participation from different scientific domains in order to get a picture of their semantic and technical practices. Our point of departure for addressing semantic and technical interoperability is the EOSC interoperability framework. \nChair: Esteban Gonzales\, UPM\nRapporteur: Anne-Sofie Fink\, DeIC \nRecommendations to be assessed during the session \nOverall session recommendations: \n\nMore cross-disciplinary work is needed to align semantic artefacts with the same terms or concepts.\nMaintenance\, sustainability\, and governance of semantic artefacts deserve attention and agreement across disciplinary communities.\nThe FAIR-at-large community should intensify the work on crosswalks and mappings to produce more best practices.\n\nRecommendations from relevant literature: \n\nRecommendation 1: Develop domain and cross-domain interoperability frameworks at the level of vocabularies\, ontologies\, and metadata schema (FAIRsFAIR white paper – Rec1).\nRecommendation 2: Define maintenance of a repository of semantic artefacts and a governance framework for such a repository (EOSC Interoperability Framework – Semantic recommendation p.6)\nRecommendation 3: Develop interoperability frameworks for FAIR sharing within disciplines and for interdisciplinary research (Turning FAIR into reality – Rec4)\nRecommendation 4: Define a clear PID policy and a common security and privacy framework (EOSC Interoperability Framework – Technical recommendation p.6)\n\nUseful references: \n\nFAIRsFAIR white paper – Rec1\nEOSC Interoperability Framework for semantic and technical recommendations\nTurning FAIR into reality – Rec4
